Disability policies


Equality and Diversity statement for Students

Carnegie College recognises and fulfils its obligation under the Further and Higher Education (Scotland) Act 1992 to provide services for people with learning disabilities.  The School of Access and Communities prepares an annual plan that sets out the programmes and services to be provided.  Carnegie College has the following policies in place:



Support structures


The Board of Management and the Executive Group both regularly review policies and procedures on disability issues.  The Student and Staff Affairs Committee has a specific focus on disability issues for learners.  Internal groups of staff have also formed the following Working Groups:

  • Access and Inclusion Group
  • Diversity Forum

The Access Centre is on hand to give advice and guidance on an individual basis to staff, learners, visitors and clients.

The School of Access and Communities, including a Head of School, Managers, Lecturers and support staff, offers a comprehensive range of programmes for learners with learning disabilities and difficulties.

Accessibility of buildings and services


Halbeath campus:  Student car parking is located on the east side of the Halbeath campus.  Four disabled parking areas offer ample car parking spaces close to our main buildings.  Automatic doors are available at the front and west entrances. Please refer to the campus map for further direction. (Carnegie campus map)

Rosyth campus:  Ample car parking facilities are available at the front of the campus building with six disabled parking spaces.  There are automatic doors at the main entrance and there is access to all public areas.  Please note, speed cameras enforce a 20 miles/hour speed restriction.

Cowdenbeath campus:  Car parking is available at the roadside of the building.  Disabled access is via the rear.

Community learning centres:  Car parking with a disabled space is usually available at all our community-based learning centres.  Please contact the individual centre for information regarding access and facilities.
